My dad said there is a truck out there hauling water out by the loads, at least six times so far and it has a sign on it saying
drilling Arizona. He said they said that they have permission by a property owner that they could not give him a lot number, so I
think they’re stealing water.

The cat/rat enterprise was an old joke about how to make money without investing much. The idea was to raise rats to feed cats, skin the cats, and then feed the cat parts to the rats, (at no cost) and have a nice profit out of selling the cat skins. OK, gross and wrong at many levels, but hey, you asked for clarification.
